Procurement Engineer - Electrical
Location: China
Main Duties:
· The main purpose of the Procurement Engineer will be to lead efforts in exploring, initiating, developing, and validating opportunities in vendor development, quality improvements and cost savings and other sourcing related opportunities. The individual in this role will act as the technical interface between suppliers and Project Managers to determine new and alternate sources.
· Continuous involvement in the Supplier Selection Process to develop a supply base that provides competitive advantage in quality, value/cost, delivery and technology.
· With particular focus on construction/ Project management, review supplier’s processes and identify improvement opportunities in processes and systems at supplier locations to improve quality, cost and flow of supplied materials throughout the entire supply chain.
· Work with Project Team to ensure the integrity and clarity of engineering drawing requirements and that all expectations are communicated effectively to supporting suppliers.
· Use project management skills and tools to investigate alternatives for reduced cost or improved quality and reliability
· Conduct supplier system and process audits in compliance with Client supplier performance and monitoring goals and objectives
· Liaise with suppliers on delivery schedule so as to ensure on-time deliveries.
· Maintain and implement construction proforma / budget for each project
· Negotiate pricing contracts with subcontractors and suppliers
· Issue purchase orders for procurement and expedition of materials and equipment for jobs
· Ensure compliance to project budgets and provide analysis of deviations
· Ensure accurate takeoffs to ensure budgets are accurate
· Handle change order requests
· Forecast upcoming demand
· Maintain sub/supplier information
Other Features: (Shift requirement, travelling, working conditions etc.)
· Ability to travel up to 50 - 60% of the time, both domestically and internationally
Education, Qualification and Special Training:
Required: BE Electrical
Desired: PG or Cerification SCM

Knowledge and Skills:
Applicants must have the following skills and knowledge:
· Ability to read and understand Project/ construction plans
· Ability to accurately describe and assess the status of a project and be ready to provide possible solutions when necessary
· Excellent communication skills and ability to communicate with subcontractors, suppliers and clients
· Excellent negotiation skills
· Excellent problem solving abilities and experience with complex transactions with little supervision
· Excellent computer skills and the willingness to learn company created software for managing projects
· Excellent time management
· Shipping and export documentations
· Logistic and Transportation knowledge.
· Understanding supplier planning schedules and tracking supplier on time delivery
Other Requirements:
· The ideal candidate will be detail oriented and comfortable communicating and negotiating with subs/suppliers.
Working Experience:
Required: Five (5) years in the Engineering/ EPC business, much of which has been in procurement / Sourcing & vendor development in China
Preferred: Ten (10) years in the Engineering/ EPC industry with experience in engineering or estimating purchasing with a building envelope firm in EPC/ Engineering in China
